i spent some time in France, liked it everywhere, people there were cool with me ! just have to put in a little effort to speak french then it's cool...

they don't act like they don't understand english, most of them actually don't understand shit, our school system when it comes to learn foreign languages is the worst in Europe . About being arrogant some US people, English say french are arrogant, French say the same of them so others countries about the USA . I think we have to be open minded , it's not French people are arrogant bastards , SOME are, for sure , same goes for all nationalities
