Hit em up was released on June 4th so that means that everyone had 3 months to respond. "Drop a gem on em" was released as a promotional single while 2pac was still alive. Chino was the first one to diss 2pac and later dissed him in a freestyle.

Why would he be scared of Tupac?
-
Pac came up as a ballerina, became a movie star and preached messages about how great his mom was and that we should respect our women.
Saying someone was "afraid" of Tupac is like saying someone is afraid of Tom Cruise.

and along with that Chino XL was the first to go absolutely nowhere with his career lol

Maybe so. His namedropping can get a bit annoying. You could say that he's like a talented version of The Game.
-
Jay subliminaly dissed Pac in few occasions.
I remember there was a line about him talking about how both him and Pac was at the Tyson fight but Pac is dead and he's not.
