I think Pac knew Fatal was the best rapper in the Outlawz. Pac loved Kadafi more, cuz they grew up together, and most fans rate Kadafi the highest because he's dead, but Fatal has superior skills. Fatal went toe-to-toe with Pac on a lot of tracks (As the World Turns, Untouchable, Reincarnated), delivering verses that were as good as Pac's.
The Outlawz ranked correctly:
1. Hussein Fatal
2. Yaki Kadafi
3. Young Noble
4. EDI
5. Napoleon
6. Kastro
If Syke and Mopreme were included, they'd belong either before or after EDI. I'm pretty sure this list is the most accurate ranking of the Outlawz' skills. Napoleon would be ranked higher if he stopped rapping in 1996 (his verse on the recently leaked Lil Homes is dope as fuck).

I always thought Fatal was the best then Kadafi. The best members either died or left the group. I'd put Big Syke, Mopreme and Storm ahead of Young Noble, Napoleon, Edi and Kastro

all the Outlawz have their moments. the only ones to ever outshine 2pac on anything are Fatal on "Initiated" and Kadafi and Fatal both on "Money Over Bitches"

Noble is possibly the most consistent of all the Outlawz. He's probably the best song-writer in the Outlawz, one of the only members capable of writing coherent solo tracks. His collaboration albums with Stic.Man, Layzie Bone, Fatal, and Lil Flip are all pretty solid releases, especially the ones with Stic.Man and Fatal. Noble gets hated on a lot, but if you listen to these albums, you gotta respect the man's hustle and his musicianship.
People shouldn't hate on the Outlawz so much. Pac picked most of them for a reason, because he recognized they were good. Kastro might have been the result of nepotism and Napoleon was sort of Pac's adopted child, but the others were people who Pac thought were dope rappers.

Fatal makes the best solo songs, always has and always will. His first solo is a classic. the second one on Rap a lot was solid as well. he's still dropping solid songs nowadays too.

I think the Outlawz get a lot of unnecessary hate. My biggest issue is the beats they use, a lot of poor production but overall they have been a pretty solid group.

Outlawz recently have been making music that Pac would be proud of.
Listen to Paranoid f/ Z-Ro and Trae. That's a song that Pac would fuck with. He'd like that shit and probably spit a dope verse to it.
Cocaine, Pushin On, and Borrowed Time are other recent tracks that are great music.
Outlawz's music has generally gotten better with time. Some of the early albums like Ride Wit Us or Collide With Us were full of shitty tracks, bad beats, and mediocre verses. In contrast, Perfect Timing has nothing but solid music on it - that's an album that you can listen to from beginning to end without skipping a track.

Noble is underrated because he wasn't that great in 1996. He had a few decent verses back then, but Fatal and Yak were way more advanced than him, which makes sense, since he was just starting out. It's crazy to think that Noble's first recorded verses were on a multi-platinum album, with virtually nothing created before then.
Since 1996, Noble has proven himself to be the Outlaw with the most work ethic and the most dedication to his craft. His skills at beat selection and verse writing are obvious on all of his solo and collab albums.

What caused me to start this thread was watching the Outlawz Worldwide DVD and then listening to many of their earlier albums for the first time in years. I'm the type of 2Pac fan who can proudly state that I've purchased basically every release from the Outlawz, solo-projects and collaborations included. To me, every release contains at least a few excellent songs, though some albums are more consistent than others. Novakane was one of the most solid, in my opinion. Noble killed that Boxspring Boogie joint, same with Redbull & Vodka.

Gotta go with
1. Yaki Kadafi - I always liked his style and flow, if he still would have been living I thought he had the best potential.
2. Fatal - When I first heard the Outlawz Fatal was my fav of the bunch but to me he somewhat have a lower ceiling than Kadafi...could be wrong but thats my impression. I think he would be the 2pac of the group if they held together...like someone else said Fatal was more street than those other ones and had the more dominant personality.
3. Storm - yall forgot about her...Storm use to spit, like a pac type flow. I would think 2pac must have been writing some of her lyrics, but who knows.
4. Gonzoe - yall forgot about Gonzoe too. He was officially in the group but after Pac died I think he kinda left and did his things. He might be the best one currently, as I've heard him spit some real hard shit on some Regime Yukmouth related tracks a few years back.
3. Young Noble - Good rap group type of guy but I doubt he could hold a whole album by himself and shine. He alright though and come nice once every 4 tracks.
4. Napoleon - Was alright. I remember a few lines but wasn't good enough to ride on his own.
5. Edi - I almost should put Edi above Napoleon said I think he was more musically versed but he just had some horrible flows and lyrics to me. Think he made beats.
5. Kastro - Was just riding along lol.
