Title: How was Suge able to use the Fuck You - Dr Dre sample?

I'm far from an expert in the legalities of the music business, but how was Suge able to use Dr Dre's song FUCK YOU as an intro to the song FUCK DRE from Too Gangsta For Radio album?  You would think there's no way in hell Dre would've cleared that sample, especially considering the skit during the sample is Dre and Mel Man having a gay encounter.  And this is much more than a sample, the song plays in the background for a good 30 seconds or so. 

Part of me thinks Suge just did it and Dre's motto was always to ignore whatever Suge was doing...but i would think the publishing from Devon The Dude and Interscope or someone else affiliated with the publishing rights to that song would've stepped in and prevented it.

you'd be surprised at how many samples aren't cleared .. maybe over 80%

most the time nobody wants to go through the trouble it takes to fight it .. not really worth it unless the song becomes a smash hit and generates millions

That was my suspicion, that Suge just did it and Dre didn't want to give it any attention and just moved on.  I guess the record labels don't double check that stuff either?  Like when an album is submitted to an Interscope records, there isn't a legal team there checking all that stuff before the album goes to print?  I would think in a sample lawsuit, the record company would be included as a codefendant, so you'd think the record company would be verifying the paperwork and make sure everything is legally good before distributing an album.

So when artists say their albums are ready to go and they're just waiting on sample clearances, the majority of the time, that's not true?  Cause you hear that all the time from artists, but you are making it seem like it's rare that artists or record labels even care about clearing samples.

depends .. it was more of a thing back in the day with major labels

but i rarely hear that nowadays
