Crappy programming? UMD has slow transfer and access rates?
Check Tiger Woods 2005 or Sims 2 - both take around 4 minutes to load.
After that in Tiger Woods every hole takes 15-20 seconds to load. And in Sims 2 it takes 20 seconds to load an animation of a sim taking a shower or pissing. 
That's why I always dump games onto memory stick.

It just varies. Exit for example loads in less then 10 seconds to the main menu, and 2 seconds or so inbetween levels. Grand Theft Auto loads about 15 seconds in the beginning and thats it until you switch islands (which is 10 seconds of load or so). Gripshift hardly ever loads. Hot shots golf also has great loading time,but out of all the psp games avalible Smackdown vs Raw defintely has the worse loading time,its not that all psp games have long loading times it just really varies between games
