IMO Luda got it locked with lyrics but overall T.I got the better music. Most of Luda's albums have too much filler on them while T.I. got albums like Trap Muzik & King where you can pretty much bump the whole album without having to skip tracks.

And as far as the rapper thing goes Luda is better. He's more versatile and a better storyteller.

it just doesnt make sense to me to call a rapper "better" than someone else if his albums aren't as good

I like them both equally basically but here's my opinion

T.I. - better albums, more consistant
Ludacris - the better rapper/lyricist
