I think Hannibal Lecter is the baddest villain. The scene in Hannibal where makes Ray Liotta's character eat his own brain is epic. Plus, at the end of it all, he doesn't get caught or get killed.

the joker seems to be my top pick especially since whether it was a kids cartoon or a movie the dude was crazy. 

but on my other lists of villains that I always seem to root for are:

Freddy Krueger
Michael Myers
Hannibal Lecter (the books are better imo)

and of course Darth Vader, all you go to do is breath like him and the world will know who ur acting like lol
