Let me see if I can figure it out. Harvey Dent is running for DA. Joker is a crazy evil fuck with a kooky side. My guess is Joker or one of his cronies tagged the poster.

ah....the way the title of the thread made it sound it was that that was supposed to be a pic of the joker...my bad

I was right, it ended up being the pic of the joker.  If you would have clicked on one of the links, you would have realized why it was the revealing of the joker.  Slowly, the second Harvey Dent picture was being transformed in the picture of the joker.
