Question about Gold/Platinum plaques

I was up in Boston this weekend and went to this small restaurant to pick up some food with some friends of mine, kinda like an irish pub with soccer stuff on the walls.  We get there and I look at all the sports shit on the wall, and I see this partially blocked by crates of soda



The owner was in the store and it turns out a buddy of his worked as a producer for Virgin in the mid-90's and worked with these albums.  Couple questions about these plaques.  First, when an artist goes gold or platinum, who else receives a plaque besides the artist?  Second, if I were to make an offer to buy it off the wall, what would be a fair offer to buy it?

they dont really issue plaques nowadays.
but i have a Luniz Gold/Platinum plaque for Operation Stackola/I Got 5 On It.

anyways, a variety of people get it. all the producers involved, the A&Rs, the radio stations, the DJs, record stores. Like lets say for instance, tower records ran a promotion for Scarface - The Diary when it came out, and set up hella stands everywhere, put up posters everywhere, and etc, they would probably get issued a plaque. If you were a DJ on the radio, and burning the song on air, then you prob got a plaque. anybody that was involved in the success or creation of the album usually got one.

This particular plaque ive seen numerous times, and it isnt that rare.
200-300$? at most.

Thought these plaques were more rare than they actually are I guess.  I might look into seeing if I can buy it from the guy since those two albums are among my favorites.

A record store here in Los Angeles will make you a platinum or gold plaque, of damn near any artist you want.

They don't say RIAA or anyting, but they do look hella good
