Because men in power that would decide on it, often use prostitutes and if made legal, sessions or clients would be video taped for security purposes and taking those that abuse the women to court. Those same tapes of the men, married men, could be used in blackmail or in divorce cases. Most of them men in porn are goofballs, surfers, or junkies. Most of the men that buy hookers are regular every day married men who don't want to be part of anything that can be traced.
