He showed the signs of growing into a strong vocal leader and he had already gained the ears of millions through his music and had already been active in the streets with helping the community. The FBI don't do a half ass job and if Pac showed signs of being a threat as a Panther seed growing into maturity, they'd mos def snuff it out.

I agree, although I think that his signing with Death Row took away the seriousness of his vocal leadership qualities in return for commercial success, but good point
