Doubt it. These rapper friends almost never pay each other. Do you think Daz & Kurupt pay each other for verses? Plus Pac was single-handedly the biggest star in the entertainment business. The amount of publicity they were getting was worth more than their $1,000 price tags.

Plus they both have their own record deals and money coming in from them. With Pac and the Outlawz, he was giving them opportunities, more so than it being a mutual relationship, business-wise... contrasting to what E-40 said about Pac how he never charged him but just traded verses every so often for each other's solo projects.
