I think she had already signed with them contractually, maybe Makaveli Records though. I'm probably mistaken on that one.

I'm cracking up reading you two go back and forth on this as if you have any knowledge of this.  All speculation.  The fact of the matter is no one was 'going to be on' the label.  They had some ideas of who they wanted to reach out to, but no one was actually signed or had any sort of official intent.  The label wasn't even in officially in place before Pac died. 

Remember Pac also had Out Da Gutta Records and Thug Life records, and a few others he attempted start up over the years that never went anywhere.  This was never anything more than a concept that was in the very early stages of development.

For Nutt-So - Not speculation - Bankruptcy Documents refer to him as Getto Star/Street Thugz.

For Tha Outlawz - They straight up said 2Pac didn't want them to sign but they did anyways.

You are right though 2Pac had two labels that didn't really go anywhere minus his main discography.

Some 2Pac fan is going to come and correct me about Wu-Tang, and normally I'd correct myself too - but I finally heard the Death Row East material - Wu Tang was featured on it.
