I'll stand up for Snoop just this once. He is not responsible for former artist just like white executives aren't when it comes to their acts failing. These people may be part of Snoop's image but its just that an image. Unless you're a nerd, names like Trip Loc don't mean anything to anyone as far as house hold names even in terms of hip hop. Snoop only has the same image for so long before he rebrands. From what I understood after working ten years in the industry is how little the industry owes people. They get fucked over on their rights for the equvilent of a bank loan. Most labels do not pay monthlies for artist upkeep. The artist has the advance to support them. That's it. Not a monthly check. Snoop treats it like that unlike Suge who would advance money plus give you a monthly check. The reason Snoop does this is because it acceptable by music industry terms to do this to Trip Loc.
