I believe in Holland your parents are responsible for you until you turn 21, but apart from that you can do pretty much whatever you want from 18 on... And that includes buying weed legally  8)

You're allowed to smoke it when you're under 18 tho, you just can't buy it legally... Oh, I love this country... Kinda.
