I dont think its that simple man. First of all, Saddam kept his people well fed until the sanctions hit. Also, the vigilantes rushing the house analogy doesnt work either. Because u have to include the funding these vigilantes gave the cat owner in administrating abuse, the real estate value of the cat abusers house, the extent of a relationship between said cat abuser and vigilantes, and finally the Jewish neighbour across the street who feels discomfortable in the presence of this cat abuse, but is meanwhile slaughtering them by the dozens in his basement,
