It's simple

A good sample is when the producer adds to the song and make doesn't necessarily make it better than the original, but gives it new life. Example: Twista - Overnight Celebrity

A bad sample is when the producer completely butchers the sample and downgrades the song.
Example: the new Trick Daddy single

i didnt come percussion - by george clinton ( used in dj quik's  sumthin 4 the mood)..quik used a 30second snippet..thats all that song is 30 sumthin seconds and made it into sumthin tight...if u ever heard the song he sampled..u'd be like thats it..
