Contrabandit.com: Both of y'all have a good deal of recognition in hip-hop but not a lot of people know you are now collaborating. How did you guys decide to hook up?
Jayo Felony: I always wanted to work with them cats, then me and Napoleon made it happen. He really got skillz on the mic and I was feeling the vibe with him so we decided to make a whole album. Besides the Outlawz, the album just features me and Napoleon going back to back on every song. The album is done, we just shopping it around right now. No independent thang this time. So when it does drop it will get the promotion and marketing it deserves. So I'm busting my ass to make sure that it gets to the next level.
Napoleon: Yeah, we can put the album out at anytime but it's too good to just do that, so we shopping for a good home. This ain't the first time we collaborated. About 6 or 7 years ago down in Texas we did a song with Rap-A-Lot. We're just expanding what we good for. The Outlawz were all solo until Pac brought us together as a group, so we were all going to do solo albums anyway.
CB: Did you guys use any big name producers?
N: One thing about me I don't care about no producers. If you got tight beats, I'll go with that man. I don't need to spend half of my budget on trying to get a big beat. Fuck all that.
J: Shit, we like really took it to the neck. We got the Platinum brothers and some cats from Jersey that came out West with the Outlawz and DJ Silk did 2 cuts.
CB: There is no question that both of y'all have always represented the West Coast to the utmost. How do you view the current state of West Coast hip-hop?
N: I think West Coast about to bring it back. I've been hearing a lot of good music lately. Everybody get their time to shine. It was the East one minute, then the South, and now it's coming back to the West.
J: I feel like all the DJs and people doing these deals need to support our shit more than what they doing. There definitely should be more West Coast artists out there. At the same time, West Coast artists got to come with that heat and not talk about the same shit all the time.
CB: Where do you see yourselves fitting in the ever-growing West Coast hip-hop scene?
J: Numero uno. I'm a show the world once I get this label deal crackin'. Ain't nobody gonna be able to stop me because I'm already making hot shit without no money or A&R. Now with the money falling in place, I'm about to leave a lot of muthafuckas out here in the dust.
N: Man, my music is universal. I wouldn't even call it East or West coast music; I'll just call it ghetto music. If you in the hood you can feel it. I don't want to be labeled as just a West Coast artist. I want to be able to go to the East, the South or anywhere and get love, my music is universal.
CB: So Jayo, you got a solo ready to hit the streets, right?
J: Yeah, mine is called Hog Tied. It's some gangsta shit that's off the chain. I'm finna have the industry hog-tied. I got a track from Rockwilder, some new shit from my boy the Mix, and a track from Meech.
CB: Napoleon, why it is that the Outlawz music hasn't received a great deal of mainstream recognition, especially considering how close you were to Pac?
N: Because we keep putting out independent albums. The reason I ain't got no deal for my solo album yet is because I'm taking it mainstream. When you come out independently you don't get that mainstream push, you just keep more money.
CB: Did you learn a lot from Pac about the rap game?
N: I learned the music and the business side of the music. There is no play. He was like a father figure to me. I can never forget him. He will always be remembered. Every album that any of the Outlawz put out is dedicated to Pac and Kadafi. We got our own record company and film company, all the things Pac had in motion. Were trying to bring it to life, the better we do the better he do. He trained us so we just trying to be successful.
CB: Jayo, you were signed to Def Jam but decided to go the independent route for a minute, right?
J: We departed on bad terms because they wasn't pushing my shit right. They wasn't pushing my shit like they were pushing the next man's shit. They didn't show me the same respect and dedication so of course we split on bad terms. A lot of that shit had to do with me having the proper representation. So I had to realize that I had to get the right muthafuckas behind me in my own camp to fight for me so I don't have to be up there being a artist and handling the business. Shit works both ways and I wasn't feeling that shit so I got the fuck on.
CB: Jayo, a lot as been made recently about hip-hop artists beefing with Jay Z. Everyone from Nas to Mobb Deep. But you've been beefin' with him too, right? What is your relationship like with him?
J: I ain't got no relationship with him. Fuck him.
CB: Did something jump off that sparked the beef?
J: Shit, that muthafucka disrespected the West Coast. So I rode. And I been riding on that fool since "Trued Up".
CB: What about Snoop?
J: I ain't got no relationship with him either. I'm just doing my thang. But he need to stay the fuck out of my way and stop biting my shit.
CB: Napoleon, speak some on the Outlawz DVD.
N: This DVD is not just giving y'all performances; you get to know our personal life. We go into the hood. When people watch this DVD everybody will be able to know they Outlawz. They will be able to love us as a group but they will be able to pick their favorite Outlaw from this one because you get to know everybody in detail. We got others on the DVD like Fat Joe and Terror Squad. We squashed the beef with the Mobb Deep cats so they on there too.

I was waiting for a Napoleon & Fatal album (they RAW as fuck! Prolly the best hardcore rappers of the moment), but this Napoleon & Jay-O sounds tight too. Good shit.
