Best non rap artist from the West Coast?

 I gotta say Raphael Saaqiq. Pretty much every artist from the west is overlooked and underappreciated, but its amazing how many people sleep on this man. His music is some make you feel good about bein alive music. He is one of the few artists left who makes REAL music. He reminds me of a more soul influenced Bootsy Collins. If there is a more complete artist out today I dont know about him. His arrangments are plush, thick and melodious yet he keeps it simple enough to still appeal to the casual fan. Just my pennies on that, who would yall pick?

yup jimi hendrix and nirvaa come to mind, i dont think jimi was actually from the NW though i think he just lived there when  he died.
