On San Quinns new album he mentions something about an MC named Filthy Phil.
I heared him on some tracks but I dont know the full story.  Did the police ever catch him?

I searsed for the tape and couldnt find nuthing about it....if anybody knows hit me up

All i know is Filthy Phil is a rapper from Richmond, he released The Manhunt and Consequences, hes the first rapper to say Playa Hata

The overused term PLAYA HATERS was first coined by Filthy Phil of
Richmond, California which was home to Master at that time.  The
phrase 'playahata' was put in his song 'Consequences' which came out
in the late 80s.  It initially was used in relationship to the
Richmond police who were known as Cowboys.  RPD was featured on '60
Minutes' because they were so off the hook.  The police in Richmond
were known as 'Haters' while the brothas on the block called
themselves 'Playas' hence the phrase 'Playa Haters'.

That should explain most of what San Quinn said
